depends what you are using it for.... for basic personal stuff, yes... For top secret military usuage, you should probably get MI6 to encrypt it before emailing

What is your definition of safe? Is it safe to send pictures to your friends or general e-mail purposes? Yes
Is it safe to e-mail your credit card details to someone who you are buying something from? No e-mail is safe for that...
Is it safe to carry on illegal activities (safe as in you won't get caught)? No, Yahoo will give up any info the police ask for with out much hesitation.
I think that should cover it...

Just like any other internet site, yahoo answer is not safe and that is why when you first start using it, their is a disclaimer stating that the site is not safe and the information you transmit can be used by another party and if you want to display all the stuff.

I take it you mean yahoo offers etc and news when yahoo emails you...if thats the case then yes.
If you mean any email sent to your yahoo mail, then caution should be taken as anyone can send you mail which isnt always safe.
