Yes it is. Only explanation (being that I haven't seen a blind person drive lately) is that those Drive-up ATM's are just regular ATM's placed in a drive thru setting. I don't think anyone built an ATM with the intention of it being just for drive thru's. But D.T. ATM's can still be accessed by anyone walking, you don't necessarily have to be in a car.

A blind human being can use the ATM, the driver in basic terms pulls up on the passenger section, they don't desire to work out the demonstrate, at the same time as they press the braile buttons, the ATM device talks them by the transaction

I saw braille on zoo exhibit info panels. If you can't see what are you doing at a zoo? Animals won't say, "Hello, I'm a Zebra! Do you like my stripes?" or "Hiya! I'm a cheetah...sorry, gotta run!"
