Indians and Jews. Mexicans can be, but they are not as clever as the other two, so therefore not as sneaky.
The most honest, asians, esp South Korea and Japan. When I was living in South Korea, my brother lost a wallet, and some kid went out of his way to go to the other side of the city to return it. I can't even imagine that happening in India, or America for that matter these days.
