There is no test for becoming President, not even a lie detector one. Certainly no intelligence test, no educational standards, sanity standards, height limit, smirk quota, etc.

Two elections to president and no proof ever came up. A lot of rumors, but all Kerry or Gore needed to knock him out was a piece of paper or a witness... neither got it.

actually back then he was fighting the cold war in his own way. Since the terrorists of today were our allies against the Soviets, when he put all that blow up his nose, he was trying to fight the evil empire. Since he didn't actually do any real fighting he had to do something.
