Well word of mouth is the best and cheapest. And it's not just the food, it's also the service. Are you willing to accomodate special requests, odd requests, willing to tolerate the occasional whiny customer? Is the staff trained and attentive? That all factors in to good word of mouth.

Second, I recommend newspaper ads with weekly or monthly specials. Shake it up a little bit to keep people intrigued.
