A Manager is the person in the organization responsible for planning and directing the work of a group of individuals, monitoring their work, and taking corrective action when necessary.

Administrator is a person who carries out the policies of the organization.

these words could be differed if we see from political point.
administrator word arises mainly in political sense like government employees at managerial level could be called an administrator who sees the work done.
manager could mean a lot . the best would be to use the resources for the required target or goal. normally this is said from point of view of company.
i would differentiate between both only with one cause. administrator works in a bureaucratic environment where as a manager in business and free environment.
