in my belief people give to govermen power and when goverments want to do some thing unfair or crule , then people say i can not stop them. if people dont follow goverment, that goverment will lose its pwoer.

While what you say is partially true, you fail to account for the hysteresis inherent to the system. From the time the people, in sufficient quantity, become unhappy with government actions to the time that change in government can be brought about may range from days to decades depending upon the proximity to elections, their level, and uncountable social factors.

first the people willingly give the govt power ... then the people are tricked into giving them more power ... then the govt is powerful enough it can take the rest of the power without the peoples consent.
