The previous two answers are correct except if the SYN has already been ACKed, then the connection moves to the ESTABLISHED state. Otherwise it moves to the SYN-RCVD state as previously mentioned. You only get to SYN-RCVD after reveiving a SYN. The other thing that can happen is a RESET arriving while in SYN-SENT in which case TCP moves from SYN-SENT back to the CLOSED state.
