According to J. J. Rousseau's "Social Contract" theory, there exists an unspoken social contract between the individual and the state.
One of the elements of that social contract is that the state has the monopoly on force e.i. the police and the military.
This way the state is under the obligation to protect its citizens, thus avoiding that the citizens need to do so themselves, which would create a lawless, chaotic and violent society.

basically i believe that the police force of any country is only there for one reason. CONTROL. it is really interesting watching a sheep dog round up 100 sheep with nothing but the sound of it's bark. the elite know that they cannot control us physically, there are too many of us..... instead they use fear and one of the primary 1st response tactics of any uprising is the use of our peers to criticise us. we are afraid of standing out. if we continue to raise our heads and question, riot police are right there to push our heads back into the mud. they are bulldogs. we as a public are our own police. we are the only specie on the entire planet who keep each other in line. fear creates the 'need' for police..... we ask for them.

Hi Clueless, We call the police when we need help.For a wife beater,For a break in,Stolen money,Someone got shoot,A stolen car and the list gos on.We have police to inforce the law.If we cannot protect ourself they are suppose to.Thats the way it should work.

Because :
There's people who don't want to ask forgiveness for what he/she has done.
There's people who can't give a forgiveness for someone who done a wrong doing to him/her
There's people who do bad thing(s) that can't be forgiven.

Because :
if there's no order/law, people will do what he/she want which could cause Chaos.
