Alliteration is a frequent tool in poetry but it is also common in prose, particularly to highlight short phrases. Especially in poetry, it contributes to euphony of the passage, lending it a musical air. It may add a humorous effect. Related to alliteration are assonance, the repetition of vowel sounds, and consonance, the repetition of consonant sounds

Alliteration is the repetition of the initial consonant. There should be at least two repetitions in a row.
For example: Peter Piper picked a peck of pickled peppers. The first letter, p, is a consonant. It is repeated many times. (If you use a syllable rather than a consonant, it is assonance.)

It is a form of internal rhyme in a sentence.
It consists of the use of the same consonant sound at the beginning of two or more words in that sentence.
I'll give you an example that I just made up:
The S-hip was S-lowly S-ailing along the S-ilent S-hores.
I put in the dashes after the S's so that you can clearly see what I mean.
