i am in the phillpines and i was wondering if i can take the nclex (california) with out taking my local board exam in my country. thanks.

The NCLEX will not lead to your getting a license to practice. Take the NCLEX, yes, because it's a very good practice for taking your own local Board's exam. You should speak with one of your nursing instructors about this.
