Yes. And they needn't be ingrown hairs or STD's either. Most of the bumps you will have at the base of the penis are hair follicles though. No matter what it is, chances are you will not be able to pop it without cringing. So, unless it looks really easy to pop, leave it alone because it will hurt a lot. Good night!

I never have but Yes, you can but actually it is probably just an ingrown hair but if it gets bad see a doctor, somethings should not be messed with and your penis is one of them.
