The belt from my car's air conditioner was removed because it was making a weird noise. The guy told me that he'd need to order a new belt and I still haven't heard from him. Is this an easy fix? Can I just buy a belt and put it on myself? If so how do I do this? I've looked under the hood and see the wheel the belt goes on but I don't see where else it attaches. Are there specific instructions somewhere that can tell me what to do? Or should I just pay the 100+ bucks or so to have someone else do it?

It is pretty much straight foreword. But to tell you how to do it, it is a bit over the top.
You don't tell us what kind of a vehicle it is, or what engine, or...or...(?)
If you are asking about this, I wonder if you have the tools to do it. It won't take anything special, but it will take a few wrenches, and perhaps a pry-bar. If you have these thing, you can probably accomplish your task.
If you have to go out and buy them, chances are it will be cheaper to just pony up and pay for it.
If you want to tackle the job, go to the library and read the manual. It won't tell you how to do it, but it will give you an idea of where the belts go.
You are probably going to have to run the belt around the lower-most pulley (harmonic balancer) and around the A/C pulley, and possibly either an IDLER pulley or another accessory.

My guess is that it is an older car because it has more than 1 belt. If you want to save some money pick the belt up yourself from local auto part store. Then if you have a neighbor who is handy ask very nicely and they would most likely do it for you. It should take about 15 minutes. If you have mean Neighbors then you can bring the car with the new belt you purchased to a local shop and they will only charge you for labor most likely about 40.00 bucks the belt will cost you about 10. bucks total job 50.00 bucks Good Luck..

go to a different shop. any parts store will carry it and they can even show you tips on makeing it easy to install. the belt will be kinda tricky so get some help

Id say in your case, if your not to mechanically inclined as it seems, just pay the money and have it done correctly and quickly
