6-9 months size 1, almost size 2
12 months size 2, maybe 3
18 months size 4
18-24 months size 5

Usually with a 3-6 month old that would be a size 1
6-9 months would be a size two & 9-12 months would be a size 3 or 4.

Usually Orientals have smaller feet, because of the thousands of years of binding which has now become genetics, but I think that only affects women. I personally don't know about hispanics. I am Indian, and my shoe size is a 3 (yes, I need to shop at children's stores)

For me, the easiest thing to do was to buy a bag a socks that had a measurement chart on the back. Put babies foot on it and you can see the current size.
I will also say that my kids both seem to have high arches and are both more comfortable in wide width shoes or shoes that are a bit big for them. I mention it because it was a hard thing for me to learn!

every baby is different. my son was 6 months old before his feet were big enough to fit properly in a size 0 and my daughter was born with size 2 feet. babies don't really need shoes until they start walking outdoors anyway.

Take him with you to the shoe store. They can measure his feet and tell you exactly what will work.
