the carier frequency must be greater than the modulating frequency, but not necesarily 10 times. a carrier frequency that is 10 times the modulating freq. will have a better signal quality than one that is merely 2x the modulating signal's quality. if the carrier freq. is the same as the modulating frequency it will be impossible for the rx equipment to tell the diference between the carrier and the intelligence. when the carrier frequency is atenuated in the RX equipment the intelligence signal will be attenuated with it. if the carrier is much higher frequency than the modulating signal then there will be a greater difference in the carrier frequency and the modulating frequency, resulting in much more intelligence data when the carrier is attenuated in the RX equipment. this leads to better audio quality if you are dealing with a voice circuit.
