The staffing industry is unregulated. So you just need to set up a shingle. Just starting out, you will need to work hard to establish relationships with hiring directors at hospitals, pharmacies, etc. However, that won't be the hard part. The really difficult part is finding candidates. Nurses, Pharmacists, etc. are in such high demand that they can pretty much write their own ticket. If you can tap a constant supply of these people, you too will write your own ticket.
I was an Executive Recruiter (Accountants) for a while and we would get 15-20 percent of a hiree's first year pay from the Accounting firm. Medical Recruiters, however, would routinely get 30 percent, and that's on pretty good base pay!
If you are really interested in medical staffing, you might want to check out Health Career Agents. They're pretty steep to get set up with (20,000), but they have a pretty good system. Even if you don't go with them, the info on their site is pretty good.
Of course, any system comes down to finding the right candidates. If you can do that, you'll make pretty good money in medical staffing.
