Very simple actually. So easy that even someone as technologically (Is that even a word? LOL) as me can do it.
Open Internet Explorer. At the top of your browser page, click on the Tools Button, then click on Internet Options. When that opens, click on the tab that says general. At the very top there is a section that says home page. Type in the web address for whatever you want your homepage to be and click Apply and then click OK. That's all there is to it.
Also some web sites have a link on them that will let you set it as your homepage right from the site. For example Yahoo used to have it. Not sure if it still does or not. But all you do is click on it and it asks you if you want to set that site as your homepage. All you have to do is tell it yes.
Hope this helps.

Click on the "tools" button at the top of the page. On the dropdown list select "internet options". On the first page that pops up, there will be a section called "homepage" simply backspace the old one and enter the new one in the form of "www.yournewhomepage.com" (without the quotes)
Hope this helps!
