This is an excellent question! You are right. The al-Jazeera tapes and the as-Sahab tapes can be traced but the trail is long. The answer is a bit complex.

On Friday, January 13, 2006 a breech in the security of distribution of video tapes of as-Sahab led to a predator drone firing a missile into the remote Bajaur district of Pakistan, into the village of Damadola,155 miles northeast of Waziristan. (Subsequently, a treaty was signed designating the area the Islamic Emirate of Waziristan.) The intended targed was bin Laden deputy Ayman al-Zawahiri. The strike missed its intended target. Those who had been invited by the two Muslim clerics to the Eid dinner that were killed included 12 foreigners some of whom were Egyptians and 18 residents of the small village of Damadola. The 18 civilians killed in the attack were five children, five women and eight men. Outraged Pakistanis rose up in protest; days of highly publicized anti-American demonstrations followed among Muslims around the world. Associated Press reported that al-Zawahri had declined the dinner invitation and sent two aides instead.

Al-Jazeera does not produce the video tapes. Instead, men whose family members have been shahids (martyrs) will be invited to come to the location where taping is to be done. Then the honored guest will be given a camcorder. That person will return home and make copies of the tape which will be given to as many people as possible. Formerly, the tapes were hand delivered to al-Jazeera, now the tapes are given to as-Sahab which provides post-production editing, subtitles, and distribute to al-Jazeera TV. Sometimes the tapes are heard on the internet in the unedited version.

As-Sahab appears to be based in a location where technicians have access to a professional video studio. Even if it is hidden in a large home or warehouse, it still would require a reliable power supply and supplies of other staples -- such as replacement bulbs for studio lights, modern materials for the stylish sets featured in videos and access to a photo studio capable of producing the very large, professional-looking images.

When posted to the Internet, the files are very large -- so clearly, whoever is doing so has a high-speed Internet connection. The general principle is that the longer an upload takes, the greater the exposure of, and risk to, the person doing the uploading. Also, because these files often are encoded in a number of formats, with varying file sizes and quality, as-Sahab technicians clearly are uploading numerous files with each video release. The risks incurred increase every time they do so.

Al-Jazeera is simply an Arabic language news network
( http://english.aljazeera.net/HomePage ) they do not make or are any way responsible for the Al-quaida tapes that are anonymously sent to them. They no more know where Bin-lauden is than does the FBI. However, you are not stupid. The way the release of the tapes are reported over the U.S. media could easily lead to confusion.
