It varies, but I always heard that young men are fertile right from the onset of puberty. Puberty usually begins between 12 and 15 years of age, but can be sooner or later. A good guideline is that if he's old enough to want sex, he's fertile.

Likeliness is higher as age matures. By 16, all males should be able to reproduce. As long as he is able to produce sperm, he can reproduce. I heard the youngest was 7, but quite rare.
