The existence of a universal translator is a time-honored standard in the sci-fi genre, from Star Trek to the Hitchhikers Guide. We also assume alien races advanced enough to come a-conquering have the technology to communicate with the primitive inhabitants.

For HALO, we simply operate on the idea that they aren't speaking English, but their native language- while we're hearing the "dubbed version" for purposes of following the story. If you prefer alien gurgling and screeching with subtitles, play the original Star Wars: Knights of the Old Republic.

why do aliens in movies speak english?

money. unlike most countries, americans only speak english. plus, most of the world speaks english. it's all about money they're able to market the game to more people.
