At Home Depot they make sanitized sand for children. If you don't have a sand box and are making it in the ground lay plastic down before the sand. Make sure to have a cover for it.

Get a Plastic Sand box. Fill with sand and keep covered. Assuming the keep covered doesn't work perfectly which it usually doesn't empty the box each spring. Clean it out and add new sand.

make sure it has high sides and a good cover. Also make sure to get the smaller granual sand cause the big stuff is too much like playing in a litter box

eeek...sand is sooooooo messy. You will have sand all in your house before you know and it will be a pain to clean up and get out of clothes, etc. Why not get your child something else that isn't so messy and hard to take care of.

Keep it covered when not in use so the neighbor cats don't use it as a litter box.
