The best way for a man to take care of too pale and sparse eyebrow is to first try to dye them. You should use a lash and brow dye kit that you can get at a beauty supply store for around $28. That might seem sort of high but the kit will last a year. This dye is made for brow and lash hair that is very different than the kind of hair your have on your head or even other facial hair. It's as easy as using an eyebrow pencil only it lasts for weeks. Most men just aren't going to use a brow pencil day in and day learn the method of it's application as well as the fact that the color can smear. Another thing that can be a really big help is to get them tattooed, which is just a matter of very small dots of color so small they actually look real. But the brow dye kit is the best thing to try first. Also, brow and lash dye when applied to eyelashes is a great way for women who don't want to mess with mascara everyday. It's great for natural blonds who have such pale lashes. It's far more sanitary than sticking that brush in your eye everyday. Good Luck.

I just noticed you wrote that your brother is 10. In that case you will have to teach him who to do the dye but it might be more wise to use a pencil instead. Try to use at least 2 colors doted here and there as to get it such a natural effect need for young men/boys. Please stress that he needs to keep his hands off his face as it could smear and be very embarassing.

For cosmetic purposes, draw the eyebrow with help of eyebrow pencil when going out. Apply olive oil on the area where the brow is not distinct at nights & wash off in mornings. Brow hair will grow with help of olive oil.

I think a 10-year-old boy doesn't need to worry about this. If he's in a play or something, you can use an eyebrow pencil.

Its obviously because he is a Gnome.
Gnomes have white eyebrows....
Just call him a Gnome everyday... eventually he will hate himself so much he will commit suicide.
Then the eyebrow problem will be resolved.

He's only 10, so his eyebrows will darken up by the time he's reaches puberty. Please, he is only 10, let the kid alone.
