If you have a CRT monitor (the kind that sticks out a lot in the back) it means that it's out of sync or it's going to go. If your monitor has a built in "Degauss" feature, try that (mess around with the buttons on the front of the monitor)

If you have an lcd, the sync rates are not correct. If your monitor has an automatic adjustment setting to determine the right sync, try that. If not, there should be an option to change the sync levels manually. Otherwise you have a crappy monitor that can't convert analogue levels correctly and requires a DVI cable. A VGA connector is trapezoidal shaped and blue. The DVI connector is rectangular and often white.
