Yup, they can, especially if your leg hair is blonde or light red and you're wearing dark nude to black ones. When you put them on, the hair can poke through- just gently pluck the pantyhose away from your skin all around your legs to make the hair stay inside. Opaque tights are better for it, though.

I guess the cheap drug store kind can, but better pantyhose and stockings actually are sheer and thin and will show off unshaven legs even more.
That is why legs look so great in sheer stockings, they show off the legs like a new coat of wax on a car. It's really the bare leg people who are lazy, because their blotchy tans and creamed up legs, are no where as attention getting as a pair of sheer nylons.

If you wear opaques, maybe. But there is something else to keep in mind. Leg hair will act as a kind of lubricant for the hosiery, making it easier for them to sag and slide (even ratchet) down. Not to mention the hair will be compressed, poking either out of the hosiery or into your skin causing an itch.
For best results when wearing hosiery, keep your legs shaved. It will be much more comfortable, look smoother, and the hose will stay up better.

If i don't shave them for awhile and I am wearing pantyhose they tend itch and they will slide down a bit as well. I wear pantyhose daily.

The pantyhose might be itchy if you wear them without shaving.

a lot depends on the amount of hair. i have seen some girls wear 3-4 pair to cover the hair. or a pair of nude opaque tights then pantihose over that.
i war pantihose a lot. but shaving is really the best!

black ones might if noone gets too close. The hairs do stick thru the stockings tho
