A person can be born with missing anything. Birth defects are caused by a varity of reasons. The reasons could be a mutation in the person's DNA, damage to the sperm, egg, or even the fetus in early stages of development or even later stages of development. Certain medications can cause birth defects, such as the notoreous Thalidomide, and so can chemicals such as the herbicide Agent Orange, which can cause birth defects for generations. Radiation exposure can as well.

I have never heard or seen a woman that was born with one breast..I have seen boys with one teste, the other one is up into their abdomen, it is call an undescended testicle, and is put in it's proper place by surgery..

Some men have 'undescended' testes which means that thier teste hasnt gone down into the scrotum. Also, while most women have different sized breasts, some have breasets that are several cup sizes difference
