Don´t worry even if the icon is not a shortcut (small arrow on the bottom) the generated item is indeed a shortcut. You can verify this by checking its size, besides if you go right click properties on it, you will find a "shortcut" tab, with ways to point to a file and change the icon.

It is an interesting glitch... cool!

You may be making a shortcut to the program file or folder and not the program .exe location. A shortcut has to be to an executable file or it does nothing. The easiest way to create a shortcut is to go to the start menu right click on the program and hold down the button while you drag to the desktop, this creates a shortcut on the desktop. But.. in truth I can't say why your approach is not working. Good luck!

Heres another tip. If you right click a shortcut on your desktop, then click Properties-->Shortcut Key, and choose any key, then you can hold down Control-->Alt and that key at any time to open that shortcut. This works with any shortcut on your desktop.

cl Start
cl Programs

Find the program for which you want a shortcut.
Right-cl on the icon for that program and select "create a shortcut."
-- the shortcut may appear below the list of the submenu.
-- right-click the shortcut and "cut," then go to the desktop and right-cl to "paste."

If you doubt that it is in fact a shortcut, right-cl on the icon and select properties. A window should confirm that it is a shortcut.

Right click on a blank spot on your desktop --> Select New --> Shortcut --> and then browse to the location of the program you would like to create the shortcut for.

Go to the item you want to make a shortcut of and right-click on that item and choose the option Send To - Desktop (shortcut), it's as simple as that!
