im a concern citizen and we had a store near the school they put a rules that student is not allowed to buy outside the school except only in the school canteen if they can buy they list their name and give punishment such as getting sand in w/in 200m

If your school has a closed campus policy this means that you cannot leave school grounds during school hours without being signed out with your parent.

Sometimes businesses will request this. When they are crowded with teens it sometimes drives away other customers. Businesses will usually only request this when there have been problems; disruptive behaviors and most often theft.

We did have an open campus at school lunch and then they closed it because of the misbehaviors when the kids went out.

Depending upon where you are located, this may well be a rule that the school has implemented. There might be many good reasons for this (such as traffic and the danger of walking to the store or some nutritional rules or something like that). I don't know about the punishment thing. I live in Texas and students cannot buy from the store across the street during school hours and for 30 minutes before and after school unless a parent is with them. This is because of safety reasons. Students were running across the street and not watching for traffic. After several students were nearly hurt by passing cars, the school made it a rule. Punishment is they are considered to be skipping school and are assigned detention after school for this.
