Some times when I touch my wife's vulva, She is very irresponsive.I think it has become less sensitive. What is the solution?

Its not so. A lady wants to be mentally prepared to have the enjoyment. If you have hot arguments with her and then you try to touch her vulva her response will be COOL.

she should seek a dr. A friend of mine went on a low dosage of birth control that actually effected her that way
