Well, a substance could be just about anything...if you use the word generically, even a solution could be called a substance. However, I can give you the chemistry textbook definition of a solution:

A solution is defined as one or more solute (thing(s) being dissolved) dissolved into a solvent. If something is dissolved in a solvent, it is referred to as being "in solution".
