Okay, I'll be serious. I think you need to give more details about your situation. With just what you've asked, I'd say maybe you just need to be more outgoing. Don't be afraid to talk to her. Don't think about yourself or day-dream. Just pick one you like, take an interest in her. Introduce yourself if you don't already know her. Then, think about all the stuff you don't know about her and start making conversation. Don't interrogate her, just converse like you would with anybody you find it easy to talk to. If things aren't going smooth, don't try to overstay your welcome. just gracefully excuse yourself (so she's not the one trying to get away), and find someone else cause things just aren't getting it with her.
It's not hard. Here, just for practice, do this. Go to another town where you're sure no one knows you and you're probably never going to see any of them again. Just pick the first girl you see, she doesn't have to be the hottest thang on the block, any girl will do. Just think of the first excuse to go up and start a conversation. Let it take it's course, whether it's ten seconds or ten minutes. Take a half hour break, and repeat the process. At least one out of ten girls you go up to (if not more) will be willing to make at least some friendly conversation with you. You'll see that nothing bad is going to happen. Girls are people, just like you. They are just waiting for you to come up and say hi. Relax, and just enjoy making friends. Eventually you'll meet someone and you'll know that they're interested.

The keys to establishing a relationship with a nice girl is to be natural, friendly, kind, and interested.
NATURAL: Unfortunately, nothing gets us guys nervous like having to talk to a girl we like! And nothing turns a girl off like a guy acting weird. So the key is acting natural and normal. Talk like you would to a guy friend. And stay away from relationship talk for a while. Talk about the weather, about things going on around you, about her (more about this later). Do NOT start out with "would you like to go out with me," or, even worse "would you be my girlfriend."
FRIENDLY: Smile. If she says something funny, laugh. Do not talk about yourself unless asked.
KIND: Be generous and chivalrous. Offer to pick up the cost of the drink, the lunch, the cup of coffee. Open doors, help her with her chair, let her go first.

If you can master the art of being honestly interested in her, her likes, dislikes, opinions, and dreams, then she will find you fascinating.
