I want to make an AMV, but I don't know how to get clips without buying the japanese DVD. I know how to put clips together and stuff, but I don't know where to get the clips while staying completly safe. If I download it straight it off a site, won't I get in legal issues or something?

AMV's are not illegal in themselves. They are illegal because of the components of them.
Assuming you live in the United States, first of all, ripping a DVD that is copyprotected requires that you decrypt the CSS copy protection and that is in violation of the DMCA also known an the Digital Millenium Copyright Act.
In addition, since almost all anime and music is copyrighted, you technically need permission from the creators of the anime and the owner of the music you used to make the video.

well, its not illegal to have the material on your computer; because maybe you want to watch it once in awhile. There are sites out there that host video of animes without you having to buy it. If youre going to make an AMV I recommend you NOT post it on Youtube.com, since they are going on a "creativity witch hunt" and removing anime and amvs.
So, short and simple : As long as you dont make a profit and you dont get too much credit for the product, then no you shouldnt get in trouble. Check with a lawyer though.

Just download the clips. The Anime Industry doesnt really care. As long as you aren't making a profit from it.

you can't unless you ask permission??? Im not sure but you can make amvs on http://www.youtube.com

but you need to be 13+ to be a member, yes you do need to sign up, ITS FREE
there a rule for it or something like that
im not a member so im not sure about these things
but i know that you can make amvs on youtube.com with some kind of permission for something???.

you can actually save the episodes! No charge... and you won't get into any trouble... at least I haven't gotten into trouble... but I'm pretty sure it's okay.
