Okay, here goes. It looks like she lined her entire lid, lining aroud both the inner and outer corners of her eyes. Use a true black eye pencil for the lining and stay as close to your lash line as possible. Or, and this will work much better for the smudging, use a lining brush and dip it in black eyeshadow and line as you would with a pencil. She used a charcoal powder for under her eyes. When you do this, first feel under your eye, and find where your eye is under the lid. Cover this area with the gray eye shadow, but don't go beyond were you can't feel your eye through the lid anymore. Use it as a boundary. I can't see her top lid, so I would use the same charcoal shade for the top of your eye, stopping at the crease. Don't go up to your brow bone. Keep in mind that this can make your eyes look smaller and sunken. I hope this works for you, and I'm enclosing a link to the eye liner brush. Good Luck!

For great cat eyes start with liquid liner for a thin line as close to the lash line as possible. Next use a pencil near the outer corners to add a thicker line angling slightly upward on the upper lid's outer corner. The smudging effect can be achieved with either a sponge applicator like the type sold at Bath and Body Works made for this purpose, it has a handle like a brush but with a small cone shaped sponge on the end. Or you can use a flat square brush to smudge a darker shadow near the lashline and blend. This eyeshadow smuding technique can still be used on top of the thin line of liquid eye liner. If you use pencil liner Revlon makes some nice ones, the really cheap ones either smear or get too dry to apply comfortably. And PS always remove eye makeup with a good remover before going to sleep.

Make a few dots along the bottom lashes with black eyeliner. I like MAC. Then connect the dots with a deep dark purple eyeshadow and use a contour brush to lightly brush under the line you just made so get that "shadow effect". Apply same color eyeshadow on your eyelids using contour brush. I can't really tell if she put eyeliner at the top. Because she kinda looks like she has thich eyelashes and maybe she just used mascara. So you could do that if you have thick eyelashes. Otherwise use liquid liner to outline the top then use mascara. Hope that made sense.

i DONT like the bottom of her eyes with liner. I think you can get a much softer, prettier look with just smudging some pretty purple/gray eyeshadow under your eyes rather than that OBVIOUS eyeliner look. unless, like you said, you like that. PS shimmery white in the corner of your eyes is always pretty
