Tilt your head so that the ear with water is on top, scoop water on your hand and let drip one or two drops of water in the ear with water. Once you feel that the water inside your ear (where you dropped one-two drops of water) had warmed a little bit reverse the tilt of your head so that the ear with water is on the bottom, jump or juggle and you will feel all the water coming out of your ear. Try it, I had done this several times, very effective

Tilt your head so that you ear is straight down, reach over your head to pull up on your ear with your opposite hand, this will open up the ear canal. Do this with both ears.
If this doesn't do it, with a syringe, put the highest percent alcohol you can find, a drop or two in each ear and repeat head tilt and ear pull

I carry a product called AutoDry in my Scuba gear, couple of drops work great, it is mostly alcohol so you could make a last cocktail if bent :-).

Seriously though, get AutoDry, good stuff. Also at the last Scuba show I attended I saw an electric ear dryer that I tried out, it used warm air and actually felt good but at over $50 i will stick to my AutoDry.

You could use an q-tip or you can lay on the ear that the water is in and let it drain out.

1. shake your head like crazy.
2. lay on the affected side and your ears will drain out the water
3. Q-tips
4. as a last resort... you could wait and the water will eventually get out.

Jump up and down on one foot, while tilting the water-filled ear down and knocking the opposite (upward facing) side of your head with your hand.
Sounds crazy but it really works.

Try jumping with your head tilted to the side with water in it. They also sell ear drops to help at swimming reatailers. Next time try wearing earplugs in the water to prevent this.

You can get this special bulb (like a turkey baster) at the pharmacy that swishes air/water in and out of your ear.

Whatever you do, do NOT use the product known as Swimmer's Ear... that stuff sucks.
