Dial 311. But they will ask for your name and contact information as the person making the complaint.

The fire department. Just don't call it in as an emergency. Your local department would most likely have a number designated to report any concerns.

Why? If you have a problem with your landlord talk to him/her fist OTHERWISE the will find out about who is causing trouble for them and find a way to get rid of you as a tenant .. just my thoughts on this...
