Alright, I'm getting ready to buy a 1992 Convertible Camaro RS. I want to increase my horsepower, acceleration, and make it have good handling, and good handling at high speeds. Good turning as well. It has 140 HP I want around 180 to 250. Basically outstanding performance. And redo the interior to black and red. What can I get to do this. WHat are some good tires for it as well.

remember all the power is not on the engine only. check out diffrent revolution torque converters and air intakes.

I've seen some GM F-bodies handle amazingly well with the right mods - even saw one battling with an open wheeled formula car for FTD at one autocross. You might want to take a look at what the guys running American Iron racers are using for their suspension setups.
I think that year would have had one of the 3.1 liter V6's. There is very little aftermarket for this motor; your best bet may be to swap it for a V8, or maybe even the 3.4 found in later minivans if you want V6 power (which should fit if you keep the Camaro's oil pan and pickup tube).

First thing you should do is get rid of the 3.1L v6. Their is no performance parts out their for that engine other than roller rocker arms and bigger cams. that engine was GM's work horse engine and they put it into every thing. The V6 version of the Camaro was not meant to be a fast car.
You need a crate motor 350ci or bigger and loose the auto trans get a 5 speed manual then you can have fun. as for suspension if you get stiffer role bars, stiffer springs, adjustable shocks and lower the car it will corner a lot better. also invest in some wider tires and rimes.

For acceleration you could get a 3.73 gear in the rear and you wouldn't lose a lot of speed and you would get a lot more acceleration for horsepower i would recomend upgrading the intake getting a set of headers and a good exhaust would help it run a lot better some good tires would be some kind of street radial which also helps with mileage if you are worried about that

try nitrous what the hell i am sure there is a kit out there to fit the need
bigger sway bars bigger tires say some tires and wheels off an SS camaro, hell try to find an SS in the junk yard and get the brakes sway bars if they are bigger and some better shocks
being a convertible u mite need to stiffen up the body i bet a company called slp street legal performance could help

first things first.. drop the damn v6 and auto, put in a v8 standard.
turbocharger, air intake, headers+performance exhaust(magnaflow is good)
there are chips for performance you can get.
tell you right now an auto v6 isnt gonna impress anyone .

I mean, WHY would you buy a dang V6 powered Camaro and then decide it needs more power?
Why not buy a V8 car and be done with it.
