In the USA We Don't Have Long Service Leave, When Did This Start In Australia, and Is It a Law?

While on a business trip to Sydney, I learned of Long Service Leave. It sounded like an outstanding benefit. Of course, in the USA, we have nothing like it.

This benefit is required under law, correct?

Also, do you believe that it works, i.e. creates loyalty between employer and employee?
