83 km/h ... convert to m/s, please explain the set up. I need help...

The trick is always to multiply by a converting fraction that is equal to one, and place the numerator and denominator so that your current units cancel and the new ones are left.

e.g.
1 mile / 5280 feet is = 1 because the numerator and denominator are identical.

So, converting kilometers per hour to meters per second:

83 km/h = 83km/h * (1 hour / 3600 seconds) * (1000 meters/km)
83 km/h = 83 * 1000 / 3600 meters/sec
=23.05556 meters / sec.

Read the slashes as "per" and it becomes clearer that you're multiplying times a factor that = 1.

And JUST IN CASE you really meant miles/sec, we just need to know 1 inch = 2.54 cm, exactly, by definition, and 1 mile = 5280 feet. This is a bit drawn out, but it's an excellent set of conversions to illustrate further the method outlined above:

83 km/hr * (1 hr/3600 sec)*(100,000 cm/km)*(1 inch/2.54 cm)*
(1 foot/12 inches)*(1 mile/5280 feet)
which gets you to
83*100,000/(3600*2.54*12*5280) miles/sec
and thus
83 km/hr = 0.01432606 miles/sec

and it's always helpful with this much manipulation to do a sanity check:
.01432606 * 3600 = 51.57382 miles/hour
83 km/hr = 51.57382 miles per hour
and we know that a mile is around 1.6 km, so it checks out nicely.

1 hour = 3600seconds

solve 1 by 1;
convert to km/s
so;

83km/ 1hour = 83km / 3600 seconds
= 0.0231km/seconds
then, convert to meter per second;
0.0231x1000 m/s = 23.1m/s
