I've enjoyed many of the answers though most were a bit short. Remember this question also begs the larger question about our indentity.

no nickname, As with most philosophic questions the answer is relative. In this case it depends on how you define the river. You define to river as the mistake of alcoholism. Though it may feel the same I bet any alcoholic looks hard enough they will see nuances to their latest experience.

luvmuzik, as Stephan J pointed out, even the location can't be the same. To me people get points for realizing something about change, but have we really considered both sides of this coin?

starlet_8, you get points at least in spirit for knowing where I got this tid bit idea for a question.

Hello there Heraclitus! Fire is change, no? And logos (which, for Heraclitus, meant something like reason) brings the change to the world. Which begs not only a question of identity, but a question about the nature of reason itself. This could get very invovled. If you were a Kantian, you would believe that reason is structured, but always outstrips itself and so is always progressive - so maybe then the structure of the river wouldn't change, while the river itself flows on and on? A transcendental river, hehe. Thats all I feel like writing for now. CiaO!

Can lighting strike twice, when a tree falls in the forest and nobody is there can you hear it, the answer is yes, because of one thing. God is in the forest. Please keep reading, yes the river changes but the whole world changes every nanosecond, the world turns around the sun at 16.5 miles per second, so even if its the first time in the river every step is in a different place unless you can run at more than 16.5 miles per second or 59,400 miles per hour and if you could well please join the Olympics you'll make a bundle in endorsements! Nothing is in the same place twice its pretty much a one time deal with creation and you have free will to chose which you want.
Even I sitting here am wrought with choice and do what mainly I think is correct, it is up to the person themselves and how they will be judged when life changes again. Its not chaos its how everything was set into motion and how it will be forever.

To expand on the question, are we who we were ten years ago? If you think that we are the same person we were before and that the question seems silly....ta daaa!!....you're right. You can't break the "whole" into parts and try to redefine it by one of its components. You certainly aren't going to define a river by one of the water molecules.

With that said, a river could be used as a metaphore for history. Even so, if time has passed you can still benifit from knowing how you managed other rivers in the past.

You can make the same mistake again. So yes a man can step in the same river twice. Happens all the time.
Ask any alcoholic.

"What I love most about rivers is you can't step in the same river twice
The water's always changing always flowing
But, people, I guess, can't live like that
We all must pay a price
To be safe we lose our chance of ever knowing what's around the river bend"

No because the river is constantly flowing and is never the same river for more than a mere moment.

no he can't. the river is constantly in motion. once a man places his foot in the moving river and removes it, that's it! if he places it back in the river, it's no longer the same river. but you have some who will step in it, and say it's the same river! the location is the same, but the river can't be the same!

Ah the sadness of American society.
Children are dying in "Third World" (First, as far as I am concerned) countries and Americans are stepping in rivers twice.
I shall go step in the Ganges twice and let you know.
But then again, I am not a "man"

No.

The moment the man steps into the river, the river is changed.

It will never be the river it was ever again.
