True conservatives hate Bush because of his big spending. We currently have record debt and huge federal deficit thanks to the GOP's spending. Conservatives hate this.

However, neo-cons are different in that they don't mind all the spending to line the pockets of their lobbyists and push their agenda (see New World Order).

In the 1970s and 1980s many ex-Democrats shifted conservative, and joined the Republican party. These new conservatives (neo-cons) saw the advantages of a strong federal government, as a means to advance their social agenda on a national scale.

It's short for Neo-Conservative. It describes younger conservatives who have sort of "jumped on the bandwagon" of conservative ideas (and closed minds.)
