You can't reduce 66 and 2/3 to 3/8.

The question is peculiar.

Do you mean (66 + 2/3) - 3/8 ?
Then it is 66 + 16/24 -9/24 = 66 + 7/24

Or do you mean 66 + 2/3 divided by 3/8 ?
Then it is (66 + 2/3) / 3/8 = (66 + 2/3) x 8/3 = 177 + 7/9

divide 66 by 11 and multiply or divide certain numbers to obtain
3/8 from 2/3

Math girl and efferel sorry spelling - Are seemingly both correct. The intent was a mathmaticl reduction to a common form or denominator I GUESS. Not just a pure subtraction problem. The 1st answer is very clever! I like it. But I cant find a way to do it unless you cut it up with a welder's torch.
