If Troy P of the Steelers is running for a TD, can an opponent grab his hair and pull him down legally ?

Hair is considered part of the uniform, so it is fair game when making a tackle--if the player with the long hair was a lineman, it would NOT be legal to pull it as then it would be holding.

One complication here is the rule against "horse collar" tackle because of Dallas D-back Roy Williams; it's illegal to grab a ballcarrier from behind around the neck. I don't know how the hair rule might work in a situation like this.

Actually hair hanging out of a helmet is considered part of the uniform so if he is running for a TD and the defender grabs his hair and pulls him down it would be a legal tackle.

If a player gets hurt from allowing his hair to be pulled, the stupid NFL will be regretting the rule change especially when the have make monetary pay outs.

Hair is part of the uniform. If TP gets his dumb self snatched around scalped or broken-necked from such an incident, he might rethink tucking it under his pads somehow or something....

yes. there was a recent rule change that calls hair part of the uniform. it is a legal tackle. but it can only be performed while tackling a person.

No that would be a personal foul. In the NFL you can not go for the head in any shape or form.
