A lot of states decided to create a new city rather than playing favorites and picking one existing city over another. Not all of them have grown into bustling metropoli. But all they need to do is be the seat of government. If there was a good reason why state capitals needed to be the biggest city in the states, they'd have chosen that one. Okay, think about it. The capital of your state is where the government operates. All the state offices are there (or the headquarters are there), the legislation is handled there, etc. It's the same reason Washington DC is important as the capital of the US. A state capital has the same role, except on a smaller scale.

because that is where the state's legislative, judiciary and governor is at. each state governs it's self to a certain degree. and our local governments need a place that is central to these politics. so just like washington dc is important to the united states, pierre is important to sd, st paul is important to mn, lincoln is important to ne, austin is to tx. etc.
