Because the light pigments in bright colors are brighter and trigger the brain first, so they're easier to identify.
I like to think of it as someone screaming and whispering. A scream is louder and more noticeable than a whisper, thus attracting the mind more. Or like bold and fine print, we see bold print easier and much more quickly than fine print (that is if the fine print is even noticed...).
Bright colors are like the scream or the bold print.
Dull colors seem to be the whisper and the fine print to most people.

Bright colors are more attractive because they are a reflection of light, light behaves like a wave and bright colors have a higher vibration which have a greater stimulus on our brain. Artist use this physical effect and all the psychological connotations given to colors as tools to emulate dept and express emotions.

for me, not all brights color works. it depends whats background it is and also the color compositions inside the artworks. Sometimes, the colors that attracts attention is something with contrast in it. Not just bright colors in general.

More so if the background is dark; but the opposite can also happen, dark colors CAN and often do attract attention when in front of light colors... they bring out contrast.

Yes...bright colors will catch your eye before a dull color. It's the way the human mind works.

the bright colors jump out from the dark colors that we're used to seeing. if somethings different it usually stands out from the crowd.

well it just hightens attention by jumping out from a crowd, because black is kinda of a popular color and its very very dark and when u see a really bright yellow it just catches your attention from the normal.
