if you are in a cold climate, i recommend a flannel type fabric - easy to sew and it will keep u warm

Cotton is great. If you want to be able to wash it and use it again, I'd recommend a poly-cotton blend (unless you absolutely LOVE ironing, of course.) If you don't need it to be terribly practical, there are a lot of satiny blends available now that feel wonderful on the skin. These need a little more care than wash cotton (an old-fashioned word for the type of material bedsheets are made of) and require a lot of pins when you're sewing. It really all depends on what kind of costume you want and what your climate is.

For myself, I love to sew my own clothes with t-shirt fabric. If you're not used to working with knits, pin it to death so it can't scoot or slither or stretch without your express permission. You just have to show it who's boss.

I'm a big fan of natural fibers- cotton, wool, silk, linen. Cotton's the cheapest and easiest to sew with, wool is wonderfully warm and cozy, silk is sooo luxurious and beautiful but a pain to sew, and linen is the most comfortable thing ever to wear in hot weather.

Synthetic fabrics are sometimes easier to wash, but they can leave you feeling like you're wearing a plastic bag- they don't breathe. But sometimes, the look you're going for can only be found in synthetics.

Cotton is the easiest to sew with - t-shirt fabric sucks

Woven fabrics are easiest (meaning non-stretch). Unless you are a good seamstress stay away from silk and silky type fabrics.

I suppose it depends on your costume but I really like jersey knits. I'm sort of new to sewing, and since the jersey knit is stretchy, I don't have to worry about fighting with zippers and such.

This is a great example of "Logical Heuristics". We cannot tell you what is best until you explain what you mean. What is best? Colorful? Easy to iron? Lightweight? Comfortable?
With your needs explained, an answer can be formulated.

depends on how much you are prepared to spend on the costume & whether you will only wear it once or get more use out of it,
also depends what sort of costume you are making.
really it is your choice

cotton or flannel are the best if they are one time use because then u can make rags for dusting out of them
