The practices are not all year, however they probably could offer something like weight room training or any other thing to build up for the next year of play.

It is not legal in Illinois I know for year round football practice, and 4 weeks before 1st game for pads.

Nope. I believe it pretty much starts at the very start of school (try-outs), and ends the last game of the season.
