Well, not unless they live in a very secluded area, and even then there is no guarantees. Unless you go up to their power box or up to the house and look inside for signs of no power. But I am betting that if you are not wanting to go by, then you are afraid that they may see you and so you should just stay away anyway. In all states, I think that is called "Stalking".

Call their phone if the answering machine picks up then you know they have power. If a live person answers ask them

yes if you call the company and check or see a red tag or no tag on the meter blue means its on red off
