My understanding is that Tony Blair is planning to step down but as far as Bush goes...of course he will be voted out next election. It isn't a matter of him running again, he can't. He's only allowed to serve two terms and he's in the middle of his second term in office. The Constitution will not permit him to run again or be elected by the American people.
