Until they are at LEAST 12 months they need formula or breastmilk. Only after that time is it safe to give cow's milk or any other milk. Cow's milk (Whole milk) is best for brain development. Until age 2 they need the extra fat for that. After age 2 they can go on 2%, 1% or skim, depending on their weight. I wouldn't give soy or goat's milk unless directed by their doctor, like if they have an allergy.

Breast milk is best.
But, of your choices, it would depend on the age of the infant, and if there is any family history of milk intolerance.
Most babies start off on a cow's milk based formula. If they don't tolerate that then they go to a soy based formula.
I don't know under what circumstances the switch would be made to goat's milk. Since I'm not aware of any formula made from goat's milk - then starting that would wait until after a year of age.

I nursed my son and gave him formula made up with cow's milk. An allergy to it was apparent, he couldn't keep it down, so we changed to soy-based formula. Never give a baby cow's milk, always give formula or breat feed according to your doctor's recommendations. By the way, breast feeding is the only way to go, you won't be sorry! Good Luck.

Breast milk than cow milk unless your baby is lactose tolerant than I'd say soy milk.

Mom's breastmilk is best, followed by cow's milk - unless there's an allergy, then try soy.

Babies should only have formula or human milk until 1 year old. Soy formula is okay for babies too.
