The more general term is "homonym" (meaning 'same name'), but the more specific one you want is "HOMOPHONE"

Here's how it all works:

homonym is a more general term -- it can refer to sets of words with different meanings that are:
1) spelled differently but sound the same [e.g., dear, deer]
2) spelled the same but pronounced differently [e.g., a 'tear' in the eye vs. to 'tear' a sheet of paper]

More specific terms:
#1 = HOMOPHONE, literally 'sounds the same'
#2 = HOMOGRAPH, literally, 'written the same'

Homophones are usually spelled differently.
