I've tried both clear mascara and the wax products like the brow tamers that are made for brows. The wax products feel more natural and less stiff or sticky. In the end that is a step that almost isn't worth the extra trouble if you can just shape your brows nicely by plucking or waxing.

I use that clear mascara because my eyebrows are ridiculously stubborn and do what they want. That stuff is really good and it is worth it, but don't use it too much. You end up with the same effect that guys get when they put too much gel in their hair. If you use too much, your brows feel sticky and hard. But otherwise, its good stuff.I'm not sure if it is waterproof, but when I put it on in the morning before work, I don't have to re-apply. It comes off with make-up remover. Its good stuff.

Unless you have a problem keeping your brows in place, plucking or waxing usually works better. It does work and it works well but it can clump up and become obvious, so you want to use an eyebrow brush to make sure it looks natural.

yes absolutely if your brows are the color you want, then you can tame them and shape them with clear mascara , it doesn't need to be waterproof. New York Colors NYC has brow tamer in three different colors, available in drug stores and works like a charm.
